This special newsletter brings you details of the latest meeting between Colchester Cycling Campaign and Colchester City Council about how the Public Spaces Protection Order, which controls antisocial behaviour, is used with regard to cyclists.
What the city has put forward represents a significant improvement but there are still unresolved issues with the PSPO system.
The changes made so far have only come about because we applied pressure as part of our remit as an activism/advocacy group. People in towns and cities without a cycling campaign have not been so lucky –right or wrong, they have had to suck up any fines.
Will Bramhill and Nathaniel Catchpole represented the campaign at last week's meeting.
A brief recap: in May/June wardens employed by Waste Investigations Support & Enforcement and working on behalf of the city council levied a series of fines on cyclists who were riding where cycling is permitted – including a cycleway. Two other cyclists were fined when they were riding on the footway (and being considerate to pedestrians) to avoid a fast, busy roundabout.
These penalties were challenged by the campaign, which pointed to Home Office guidance and the fact that the city is trying to encourage cycling. The council accepted that it has been "too tough" and apologised. It affirmed its support for cyclists by reviewing the fines that were challenged and refunding several of them.
