This Notice provides the key dates that were announced in the “Expectations” section of the previous Guide Notice (see NOT-OD-26-033) and important guidance on the adjusted implementation timeline for Common Forms for Biographical Sketch and Current and Pending (Other) Support. It contains updates and reminders for successful creation and submission of the Common Forms.
The current leniency period previously communicated in NOT-OD-26-033 will end on May 7, 2026, the final AIDS standard receipt date for Cycle 1. Use of the Common Forms for Biographical Sketch, Current and Pending (Other) Support, and NIH Biographical Sketch Supplement will be required for all application due dates and Just-In-Time (JIT), Research Performance Progress Report (RPPR), and Prior Approval submissions on or after May 8, 2026.
During the remainder of the leniency period, NIH will continue to provide system warnings and will not withdraw applications containing the NIH Biosketch and NIH Other Support format pages, or non-compliant Common Forms. On May 8, 2026, system warnings will change to errors that will stop any submission not using compliant Common Forms. This timing will also provide applicants with additional time to address errors before the May 25, 2026 standard receipt date for Cycle 2.

AR INBRE Program Manager honored On April 21, the University of Arkansas for Medical Sciences College of Medicine, Arkansas INBRE’s lead institution, held their annual Dean’s Honor Day Ceremony celebrating the accomplishments and contributions of faculty and staff by recognizing excellence in education, research, clinical care, humanism and service.
Among the recipients was AR INBRE’s Outreach Program Manager, Diane McKinstry who received the Staff Excellence in Research Award. The Staff Excellence Awards are presented annually at Dean’s Honor Day to the non-faculty administrative team member chosen from each of the following categories: Administrative, Clinical, Education, and Research. This award recognizes employees who have exemplified service and outstanding work ethic to advance the College of Medicine’s mission and strategic goals.
The award was presented by Dr. Lawrence Cornett, AR INBRE PI/Program Director. Said Dr. Cornett, “Diane joined the Arkansas INBRE in 2011. She runs the Arkansas INBRE Undergraduate Summer Research Program, which is a cornerstone program in the INBRE. This program provides research experiences to undergraduate students from across the state. Many of these students are first-generation and this is their first research experience. She manages all aspects of the program that starts with the application process and ends with the Research Symposium in which the students present their research. During this time, she becomes the students mentor, coach and cheerleader. This program has become incredibly impactful.”

Request for Information (RFI): Future Directions for the NLM Information Resource Grants (G08) Program (NOT-LM-26-001). Authorized under the Public Health Service Act to establish, expand, and improve basic resources of medical library and related information resources, the program has evolved from supporting traditional library collections and infrastructure to enabling technology-driven methods of information dissemination. These grants are designed to create or improve biomedical knowledge management tools, resources, and services that address identified yet unmet needs. To ensure the NLM Information Resource Grants program remains impactful, scalable, sustainable, and aligned with community needs as well as aligned with the federal agencies’ funding priorities, NLM seeks insights, comments, and suggestions to guide its programmatic goals for the next phase of the program. Responses must be received by June 24. More

Request for Information (RFI): Promoting Youth Participatory Action Research Approaches in Prevention Research (NOT-OD-26-065). Young people today face many health risks. These include poor nutrition, limited physical activity, social isolation, and exposure to unsafe physical, social, and online environments. These risks can increase mental health concerns and lead to chronic health conditions over time.
Youth Participatory Action Research (YPAR) is an approach that includes young people as active members of the research team. Youth work alongside adult researchers to identify research questions, design studies, collect and interpret data, and share findings. By including youth perspectives, YPAR can make prevention programs more relevant, acceptable, and effective for young people. Respond by July 16. More

The Executive Orders Blocking Your NIH Grant (Author: Elizabeth Ginexi). Congress appropriated $47 billion for NIH research in fiscal year 2026. The President signed it into law on February 3, 2026. Many researchers assumed the worst was over. Funding was secured. NIH could move forward.
But the grants are being awarded at a super, super slow pace right now, leading many to worry whether the NIH will spend all of its money by the end of the current fiscal year (Oza, 2026).
I spent 22 years as a program official at NIH. I know how the system worked and how it has changed. This essay explains why grant funding has slowed to a crawl, and documents the comprehensive vetting system that most researchers don’t know exists. More

Foreign Institution-Affiliated Authors and Arkansas INBRE-Supported Publications. NIH PAR-23-100, the FOA that we responded to for the grant award to AR INBRE, contains specific language that states “foreign components are not allowed.” As defined in the NIH Grants Policy Statement, collaborations with investigators at a foreign site that have resulted in co-authorship of a publication are considered a “foreign component.” This definition is regardless of whether or not any funding was involved. After a period of lenience, NIH is enforcing this policy.
What this means for AR INBRE is that for any publication that cites the grant (NIH P20 GM103469), there can be no authors that have an affiliation with a foreign institution. Since we expect recipients of funding (whether that funding is a research grant, pilot grant, core facility voucher, summer manuscript support, mini-sabbatical) from the Arkansas INBRE to cite the grant in all publications arising from that support, not citing the grant is not an option.
To ensure that the Arkansas INBRE is compliant with this NIH policy, going forward when the Arkansas INBRE issues an award, the recipient and their institution will have to provide assurance that the funded activity does not have a “foreign component.”
For more on this policy, see the letter from AR INBRE’s NIH Program Officer in our Feb 14 newsletter.
