Since the passage of the Taxpayers' Bill of Rights (TABOR) in 1992, fees in Colorado have increased by 3,000%. In 2023, Coloradans paid $23.3 BILLION in fees to the government. Clearly, the legislature is using "fees" as a way to tax us without getting permission from voters.
